Clarification of Russian Railways in Regards to the Statement of the Moscow City Architecture Committee of Proposed Model of Passenger Rail Services in Moscow and Moscow Oblast

The Moscow railway junction is the largest railway network of Russian Railways and one of the largest in the world. This hub with a radial-ring structure consists of ten areas and Big and Little rings. It runs more than 50% of all commuter transport and 23% long-distance trains of the total volume of the Russian Railways network.

On May 14, 2015, at a meeting of the Government Commission on Transport, the Program for the Integrated Development Project of the Railway Infrastructure of the Moscow Transport Hub for 2012-2020 and up to 2025 (hereinafter called the Program), developed by Russian Railways and the Moscow government, was approved.

The total cost of the Program for 2012-2020 was 246.9 billion rubles. The purpose of the program is to provide for anticipated passenger traffic of Russian Railways.

The Russian Railways and Moscow government joint project, consisting of two parts, provides the following:

  • Reconstruction of the Little Ring of the Moscow Railway;
  • Development with the construction of additional tracks on the radial directions of suburban railways and the Big Ring of the Moscow Railway. The development of infrastructure of the October Paveletskaya, Smolensky, Gorky, Yaroslavsky, Kursky, Kazansky, Kievsky, and Savelovsky radial directions is provided in this way.

Stations will not be moved as part of the Program.

Any changes to the program and the subsequent approval from the Government Commission on Transport for the prospective model of development of passenger rail services in Moscow and Moscow oblast developed by the Moscow Committee must pass preapproval procedures by Russian Railways and the Moscow government.
