Temporary changes to travel conditions for passengers transiting Lithuania en route to Kaliningrad

According to information received from the Consulate General of the Republic of Lithuania in Kaliningrad, temporary restrictions on the movement of passengers on Russian trains crossing the state border of the Republic of Lithuania will come into force at 0:00 hours on 23 March 2020. Transit conditions are also being decided.

As a result, only two transit non-stop trains to the Kaliningrad region remain running:

  • train No. 29/30 Yantar Moscow - Kaliningrad;
  • train No. 79/80 St. Petersburg - Kaliningrad.

Transit travel is allowed only if passengers are in possession of Simplified Transit Document for Rail Transport (further – STD-RT). Transit through Lithuania on a Schengen visa or a simplified transit document (STD) is prohibited.

At the request of Lithuania, passengers must fill out the electronic questionnaire form STD-RT on the website and then print out and sign the form. When filling out the questionnaire, passengers must specify the email address to which a copy of the STD-RT should be sent. When crossing the state border of the Republic of Lithuania, passengers must present their foreign passport together with a printed copy of the STD-RT which they have received by e-mail.

Passengers who purchased rail tickets before the new conditions come into force must send scanned copies of their passport’s title/front page and their rail ticket to sts@urm.lt.

In order to ensure the interests of Russian passengers, Russian Railways is working with the Russian Foreign Ministry on the possibility of having a number of the new restrictions lifted since trains transiting the Republic of Lithuania travel non-stop. In particular, the number of passengers who can travel on the same train is currently being addressed. The Company will make announcements about the agreements reached and the decisions made in due course.
