The entry of foreign nationals and stateless persons, including those arriving from the Republic of Belarus, as well as citizens of the Republic of Belarus, into the Russian Federation has been temporarily restricted. This restriction will remain in force until 1 May 2020.

At the same time, citizens of the Russian Federation who are outside the country can return to Russia without hindrance (using the same document on which they departed). Only those passengers who have the corresponding registration stamps in a Russian passport confirming their residence in the Kaliningrad region will be able to cross the Russian border in trains transiting to and from the Kaliningrad region. Passengers who have booked tickets on an international passport and embark on a return trip to the Kaliningrad region must carry a civil passport specifying their registration at their place of residence.

Unused tickets for cancelled trains can be returned without incurring any additional charges and fees within six months of cancellation. In order to obtain refunds, passengers must contact a rail ticket office in the country where they purchased the ticket. Passengers can submit electronic tickets using the web resources through which they initially purchased the tickets.
