The activities of Russian Railways in the field of climate impact mitigation are based on the provisions of the Environmental Strategy of Russian Railways up to 2020 and the Future to 2030 and the Energy Strategy of Russian Railways up to 2020 and the Future to 2030, as well as the Climate Doctrine of the Russian Federation.

The management of greenhouse gas (GHG) emissions is part of the corporate strategy being implemented by Russian Railways. The strategy will enable the Company to contribute to the achievement of the country’s national goal to ensure a reduction in GHG emissions to no more than 70% of the volume of such emissions in 1990 by the year 2030 as approved by Decree No. 666 issued by the President of the Russian Federation on 4 November 2020.

Russian Railways is included in the list of companies with state participation which is involved in implementing measures to reduce GHG emissions and as such is actively working with the relevant ministries and departments to discuss key quantitative indicators for reducing GHG emissions from rail transport.

Russian Railways calculates the amount of direct GHG emissions on the basis of data on the volumes of carbon-containing fuel which are used directly on stationary and mobile equipment at the structural divisions of Russian Railways during the production process.

Calculations of indirect GHG emissions from energy are carried out on the basis of data on the amount of electrical and thermal energy which the Company’s structural subdivisions receive from suppliers (third-party energy suppliers).

Basically, the Company reduces GHG emissions by ensuring a targeted and efficient use of fuel and energy resources at its subordinate structural divisions, implementing organisational and technical measures to achieve energy conservation targets and improving energy efficiency, as well as improving their accounting systems.

In connection with the development of a monitoring, reporting and verification system for anthropogenic GHG emissions in the Russian Federation, Russian Railways is working to develop an accounting and management system for GHG emissions.

Since 2017, the Methodology for Determining the Amount of GHG Emissions at Russian Railways has been in force after being approved by Order No. 1602/r of Russian Railways on 8 August 2017, which is in turn based on the Instructions and Guidelines for the Quantitative Determination of GHG Emissions by Organisations engaged in Economic and Other Activities in the Russian Federation as approved by Order No. 300 of the Ministry of Natural Resources issued on 30 June 2015. The approved Methodology of Russian Railways allows a comparative analysis of GHG emissions from identical sources and provides for measures to save fuel and energy resources, and therefore reduce GHG emissions.

Russian Railways has organised seminars on how to reduce greenhouse gas emissions for the Company’s managers and experts working in this area.

In 2020, Russian Railways launched the module Sources of Greenhouse Gas Emissions of the Unified Complex for the Management of the Companys Activities in the Field of Environmental Protection and Industrial and Fire Safety. The module will run on a continuous basis.

In addition, Russian Railways annually submits data for an estimation of GHG emissions that is required, among other things, for compiling a CDP report (formerly the Carbon Disclosure Project), and takes part in meetings of the Working Groups at the Russian Union of Industrialists and Entrepreneurs and the Ministry of Economic Development.

The Company also participates in the consideration of regulatory documents at the federal level and puts forward suggestions and comments which take into account the specifics of railway transport.

As a company that made a commitment to contribute to measures which address climate change and its consequences in 2015, Russian Railways responsibly and purposefully implements the Greenhouse Gas Emission Reduction Programme in the course of its activities. In 2020, taking into account the use of indirect emissions from the use of heat and electric energy in the balance sheet, we achieved a reduction of 48% to 35.9 million tons of CO2 of greenhouse gas emissions compared to 1990 levels with comparable volumes of traffic. This decrease was achieved by:

  • reconstructing existing boiler houses and converting them to environmentally-friendly fuels;
  • saving fuel and energy resources;
  • replacing obsolete rolling stock with new equipment with improved environmental performance.

In order to develop an accounting and management system for greenhouse gas emissions, at the end of 2019 Russian Railways approved a Programme of Organisational and Technical Measures to reduce Greenhouse Gas Emissions at Russian Railways from 2020-2025. The Programme includes measures such as conducting an inventory of sources of greenhouse gas emissions, introducing and updating existing systems for the automated accounting of greenhouse gas emissions, conducting energy audits of Russian Railways facilities, expanding the use of renewable energy sources, and implementing measures to electrify sections of the rail infrastructure owned by Russian Railways which are subjected to heavy traffic.

According to the Long-Term Development Programme of Russian Railways up to 2025, the reduction in the specific level of greenhouse gas emissions relative to 2018 will amount to 4.5%.
