The EEC supports the digitalization of the services of the Eurasian transport corridors

The problems of the Eurasian transport corridors, which are part of the global transport communications system, were discussed at the EEC site during a joint round table of the Eurasian Economic Commission and the International Coordinating Council for Trans-Eurasian Transport (CCT).

The Minister of Energy and Infrastructure of the EEC Temirbek Asanbekov outlined the high importance of the Eurasian transport corridors, digitalization and electronic document management for the economy of the Eurasian Economic Union. He stressed that in 2022 it is planned to prepare and adopt a comprehensive plan for the development of Eurasian transport corridors, according to which they will receive priority, their operational characteristics will be synchronized, as well as digitalization.

General Secretary of the KSTP Gennady Bessonov expressed confidence in the further development of the EAEU transport potential thanks to the Commission's projects, interaction with the business community and relevant organizations of the "five" countries and its partners.

Director of the EEC Department of Transport and Infrastructure Dauren Sabitov recalled the main projects of the Commission and the recent decision to approve the list of Eurasian transport corridors and routes. This will allow the five countries and the EEC to implement the provisions of the Treaty on the Union, the Main Directions of Transport Policy, the Strategy for the Development of Eurasian Integration until 2025 in terms of the development of transport corridors. He also noted the need to conduct a pilot project with the participation of JSC "OTLK EPA", railway administrations and customs authorities of the EAEU countries on the possible use of the information contained in the railway waybill when forming a transit declaration during the transportation of goods and containers. An important point is to improve the mechanism of interaction between rail and road transport in the organization of container transportation.

According to Igor Nazaruk, Director of the EEC Trade Policy Department, one of the tools that allow increasing trade turnover and at the same time transport potential is the EAEU trade agreements. Their uniqueness lies in the fact that, in addition to eliminating tariff barriers, they create multilateral formats of cooperation and the necessary conditions for industrial cooperation, as well as contribute to the discussion of pressing issues affecting the interests of the EAEU states in their relations with third countries, including multilateral issues in the field of transport.

It was also announced at the round table that the parties are carrying out large-scale work on digitalization of freight rail transportation. A plan of priority measures for their digitalization in the interests of developing trade and economic cooperation between the EAEU and the People's Republic of China has been approved. The transition to the electronic form of the exchange of relevant documents during cargo transportation will help reduce transportation costs, speed up cargo transportation, and help reduce the level of bureaucratization and corruption risks.

Director of the Department of International Cooperation of the Ministry of Transport of the Russian Federation Alexey Sapetko said that the formation of corridors is considered as one of the key areas for the infrastructure to meet the criterion of seamless. At the same time, the technological compatibility of various services is extremely important, which is possible, among other things, due to their digitalization. This will make it possible to more fully realize the transit potential of the Union and the Member States, taking into account the steadily increasing volumes of transit traffic between the countries of Asia and Europe.

Deputy Chairman of the Management Board for Logistics of NC KTZ JSC Yerlan Koishibayev believes that for the further development of global cargo traffic, it is necessary to eliminate infrastructure bottlenecks, soften trade procedures and simplify border and customs control at the border. Yerlan Koishibayev recalled that the strategic direction for the development of container transportation is continental transit on the China– Europe – China route, on which the joint venture OTLK EPA is successfully operating. The volume of traffic along this corridor alone increased by 34% compared to last year.

Director of the EDB Digital Initiatives Directorate Sevak Sarukhanyan noted that about 90% of digital logistics is a regulatory issue. And only the rest is a matter of technology. Proper regulation should form the basis for the creation of unified digital transport corridors. At the same time, the EAEU companies are technologically quite advanced, so there is no need to attract foreign technologies.

Director General of ANO Directorate of International Transport Corridors (DMTC) Alexey Petrov welcomed the decision of the EEC Board on the formation of a special list of Eurasian transport corridors and routes. DMTC's own portfolio includes work on ten routes. Already today, DMTC is actively involved in the implementation of pilot projects: on electronic waybills together with Belarus and together with Finland – on electronic seals. The project of unmanned cargo transportation across the Amur has also been launched, which is especially important given the ongoing pandemic.

The participants of the round table expressed a unanimous opinion on the need for regular holding of such events with the involvement of the widest possible range of partners.

The event brought together 25 speakers from the EAEU states and third countries, representing both authorities and business communities, at the EEC site. Among them is the CEO of Far East Land Bridge Uwe Leuschner, Deputy Managing Director of Changchun International Landport Development Andy Popescu, CEO, Chairman of the Management Board of JSC United Transport and Logistics Company - Eurasian Railway Alliance Alexey Grom, First Vice President of PJSC TransContainer Viktor Markov, Head of the Permanent Mission of the International Union of Road Transport in Eurasia Vadim Zakharenko, Head of the project office - Deputy General Director of JSC "Russian Railways Logistics" Alevtina Kirillova, General Director of the Association BAMAP Alexander Karpuk, General Director of the Union of Transport Workers of Kazakhstan KAZLOGISTICS Yerlan Absatov, Executive Director of ESTELO Anatoly Voronin and others.
