Oleg Toni

Deputy Managing Director – Head; Managing Director, JSC "High-Speed Rail Lines"

Mr. Pavlov was born in 1964. He graduated from the Voronezh Civil Engineering Institute as a qualified civil engineer.

He began his career in 1986 as a foreman in the Construction and Installation Department of the Voronezh Stroytrest. Later, he went on to work as Construction Supervisor, Site Manager and Head of the Production Unit in the Construction Department of the Leningrad Production Construction and Installation Association. After that, he worked as Technical Director of Construction Directorate No. 228, CEO of Baltic Construction Company No. 24 in St. Petersburg and CEO of the Baltic Construction Company in Moscow.

March 2004: Appointed First Deputy Head of the Capital Construction Department of JSC Russian Railways.

September 2004: Appointed Head of the Capital Construction Department of JSC Russian Railways.

August 2005 – present: Member of the Management Board of JSC Russian Railways.

April 2006: Appointed Vice President of JSC Russian Railways.

November 2017: Appointed Deputy Managing Director of JSC Russian Railways.

March 2019: Appointed Deputy Managing Director of JSС Russian Railways – Head of the Centre for Development of the Central and St. Petersburg Transport Hubs (a structural unit of Russian Railways).

June 2021: Headed JSC "High-Speed Rail Lines", which includes the Centre for the Organisation of High-Speed Communications and the Centre for the Development of the Central and St. Petersburg Transport Hubs.
