Memberships & Affiliations

Organization of Railways Cooperation (OSJD) was established June 28, 1956. Headquartered in Warsaw (Poland). OSJD working languages are Chinese and Russian. In international relations, may apply English and German.

The legal basis for a uniform system of rail transportation is an intergovernmental treaty, formulating transport law. Within the framework of OSJD is primarily the Agreement on International Passenger Traffic (IPTF).

OSJD serves as a leading railway company in Europe and Asia in terms of creating a single legal framework. OSJD working bodies react quickly to internal and external changes in the economic situation, taking into account the enlargement of the EU and the establishment of the Eurasian Economic Union.

The system of agreements and treaties designed and operating under OSZhD, is the basis of comprehensive development of Euro-Asian communications and co-operation of Railways (railways) OSJD member countries in almost all aspects: Freight and passenger traffic, the rules of use of wagons, financial and settlement matters rates, coding and computer science, international transport corridors, and others.

Almost from the Agreement on International Passenger Traffic (IPTF) and the Agreement on International Goods Transport by Rail (SMGS), applicable from 1 November, 1951, it became possible to unhindered international rail transport between Europe and Asia.

The main objectives of the OSJD:

  • the development of international freight and passenger transport;
  • creation of a single railway transport space in the Eurasian region;
  • improving the competitiveness of transcontinental railway directions;
  • promote technological progress and scientific and technical cooperation in the field of railway transport.

Albania, Azerbaijan, Belarus, Bulgaria, Hungary, Vietnam, Georgia, Iran, Kazakhstan, China, North Korea, Cuba, Kyrgyzstan, Latvia, Lithuania, Moldova, Mongolia, Poland, Romania, Russia, Slovakia, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Czech Republic, Estonia, Afghanistan.

Structure of the OSZhD

The governing bodies of the OSZhD

Ministerial Meeting - the highest governing body of the OSJD. The Ministerial Meeting shall consider and adopt decisions at the government level on all matters relating to the direction of OSJD activities, taking into account the proposals of the Conference of the Directors General of the OSJD railways.

The Conference of the Directors General - OSJD governing body for cooperation at the level of the railways. The Conference of Directors General of organizing cooperation in the field of international rail transport between Europe and Asia, including combined transport, and the mutual exchange of information on the expected foreign trade transport.

The executive body is the Committee of the OSJD. The Committee supports the work of the OSJD between sessions of the Ministerial Meeting and the meeting of the Conference of the Directors General. The Committee shall act as depositary of agreements and contracts concluded within the OSJD.

The Committee consists of experts sent to the OSJD Committee members.

OSJD Commission

  • infrastructure and rolling stock.


Permanent Working Group of the OSJD

  • Coding and information theory.
  • For financial and settlement issues.

At present the specialists of JSC "Russian Railways" take an active part in the work of all the workers and the governing bodies of the OSJD. JSC "Russian Railways" is the leading railway for the most developed in the framework of the committees and working groups of the OSJD.
