International Union of Railways (UIC) is one of the leading international non-governmental
organizations of railway transport, set up in 1922 on the basis of French law and
headquartered in Paris (French Republic).
Source of funding UIC - dues.

UIC mission - the promotion of rail transport at the global level and objectives of mobility and sustainable development.
The main objectives of the UIC are:
adaptation of the program of activities of international cooperation to changes in the market, characterized by increasing competition between different modes of transport, and sometimes between the operators of the railway transport;
the tasks set by the liberalization and new laws that contribute to increased competition;
assist their members in improving the competitiveness of services provided to customers, through the exchange of best practices through benchmarking and joint projects;
implementation of interoperability, which is essential for the railway systems (interoperability of services and systems, operational processes, information systems, sales and marketing), that railroads could use all its advantages in the international market of transport;
maximize the benefits for the railway sector of the global economy and the capacity of the transport market.
The highest governing bodies of the UIC
The General Assembly - the highest governing body of the UIC, decision-making on global issues and problems of the organization and (at the request of the working body) on regional issues. The next meeting of the General Assembly shall meet at least twice a year.
The General Assembly chooses for 2-year chairman and vice-chairman of the UIC, as well as ratifying the appointment of Director General of the UIC, who directs the daily work of the organization, as well as in consultation with the Chairman of the UIC, makes decisions on all financial issues UIC activities.
The Executive Council is the supreme governing body composed of the leaders of the twenty companies with the status of active member of the UIC. The Executive Board presented all regional entities (Asia, Africa, the Middle East, Europe, North America and South America).
The Executive Council has the following powers:
preparation of meetings of the General Assembly and the presentation of the annual report on management, offer basic amount of contributions, matching the core budget;
the appointment of the CEO and the definition of the term. This appointment must be ratified by the General Assembly.
Cooperation between JSC "Russian Railways" and the UIC
JSC "Russian Railways" is a member of three key UIC governing bodies - the Executive Board of the Asia-Pacific and European regional assemblies. The company is one of the leading members of the UIC, with 6.7 votes at the General Assembly.
In December 2012, at the meetings of the highest governing bodies of the UIC - Executive Board and the 81st session of the General Assembly, the President of JSC "Russian Railways" has been elected chairman of the UIC for the period 2013-2014.
During the 85th session of the General Assembly of the UIC, which took place in December 2014, the chairmanship of the president's powers, "Russian Railways" at the UIC were extended for the period 2015-2016.
Key areas of the program presidency JSC "Russian Railways" at the UIC:
UIC increased participation in the formation of a global transport policy;
Cooperation with UN agencies on regulation of rail transport and freight and passenger transportation, border crossing procedures (regional commissions, UNECE, UNESCAP, UN ECLAC, ESCWA, UNECA et al.), with particular emphasis on non-European regions;
security cooperation against acts of unlawful interference;
cooperation in the field of sustainable development.
In 2015, on the initiative of JSC "Russian Railways" achieved a positive decision of the Committee on Non-Governmental Organizations of the Economic and Social Council (ECOSOC) to upgrade the status of the UIC to special advisory that will allow members of the Organization to prepare proposals on the agenda of the governing and working bodies of the international organizations of the UN the most important practical issues in the field of railway transport.
Currently, the company is headed by the most important working groups, including the Global group of experts on international transport corridors, the International Council for Scientific Research, part of the governing committee of the forum of the UIC "Transport" and "railway system", as well as the Committee of the UIC the Budget and Audit Committee.
Cooperation within the framework of the working bodies of the UIC (forums, platforms and working groups) conducted in all major destinations - passenger and freight, road and track facilities, resource conservation and energy efficiency, safety, security against acts of unlawful interference, the management of passenger terminals, maintenance of health rail transport, research activities, etc. Particular attention is paid within the UIC Company standardization.
In addition to the JSC "Russian Railways" holding "Russian Railways" presented at the UIC its subsidiary JSC "FPK" (associate membership), the leading research institutions - OJSC "VNIIZhT", OAO "NIIAS", OAO "IERT" and one of the largest companies transportation construction market in Russia JSC "RZDstroy" (affiliate membership).
