The Economic and Social Commission for Asia and the Pacific (UNESCAP)

United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) was established in 1947 with the aim of economic and social development in Asia and the Asia-Pacific Region (APR).

ESCAP headquarters is located in Bangkok (Thailand).

Executive Secretary of ESCAP to February 2014 is Shamshad Akhtar (Pakistan).

ESCAP members (voting) are 53 states, including the Russian Federation and the seven CIS countries (Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan). 9 Asia-Pacific territories are part of the Commission as an associate member in an advisory capacity.

ESCAP is the supreme governing body annually convene a session (usually in May). The focus of the annual sessions given the major problems of socio-economic development, the course of the implementation of development goals set out in the Millennium Declaration, the development of transport infrastructure, the strengthening of cooperation in trade and investment, the environment, energy, water resources, statistics and the exchange of information and communication technology and disaster risk reduction.

The commission are 8 specialized committees:

Committee on Macroeconomic Policy, Poverty Alleviation and Inclusive Development.
The Committee on Trade and Investment.
Committee on Transport.
The Committee on the Environment and Development.
Committee on Information and Communication Technologies.
Committee on Natural Disaster Reduction.
Committee on Social Development.
Committee on Statistics.
As part of ESCAP in recent years of "Russian Railways" participated in the elaboration of an intergovernmental agreement on the Trans-Asian Railway (TAR). The document reflects a common interest in creating a land bridge linking the Asia-Pacific region with European countries, and allows the use of existing resources capacity of rail transport to ensure not only exists, but also promising in traffic due to the expansion of international trade.

Russia is actively involved in regional rail cooperation. Trans w / d pipe is "backbone" of the TAR network, and serves as a main transit bridge linking Europe and Asia. Russian Railways included in the TAR network, today fully meet the technical requirements of the lines of international importance. JSC "Russian Railways" big work on modernization and development of basic infrastructure funds, and above all - on the main directions of the network, which coincide with the TAR network.

In 2010, Russia initiated the development of an intergovernmental agreement on "dry ports". The draft agreement was worked States of ESCAP during a series of meetings, funded by the Russian side, and then adopted at the 69th session of the Commission in Bangkok in May 2013 agreement includes a list of operating on the TAR network of logistics centers, range of services, capacity and others. The specialists of JSC "Russian Railways" took an active part in the drafting of the agreement.

Transportation Division of ESCAP, together with the member countries of ESCAP is working hard to transport facilitation. Within this framework, the ESCAP secretariat has created two integrated systems:

a) facilitate the simplification of the system of transport operations, including a common regional strategic framework, to simplify support tools and a regional network of experts;

b) a system of care in the field of logistics, including technical standards and guidelines in the field of logistics, standards and certification system in the field of training as well as relevant regional forum.

In particular, in the framework of a project funded by the Russian Federation, the secretariat conducted a study in order to identify areas of cooperation between the two countries to develop a regional framework for facilitation of international rail transport.

Taking into account the results of the study, said regional framework for facilitation of international rail transport has been prepared and agreed upon by experts of countries (with the active participation of specialists of "JSC" Russian Railways "). Prepared by the Russian Federation resolution on the adoption of the strategy was approved by the 71 th Session of ESCAP in May 2015 .

The strategy is balanced and able to ensure the withdrawal of regional transport cooperation to a qualitatively new level. And this in turn will create conditions to attract additional volumes of transit cargo in the Russian section of the international transport corridors, which fully corresponds to the Transport Strategy of Russia until 2030.

JSC "Russian Railways" is considering cooperation with the Commission as an important part of foreign trade lines on the Asia-Pacific area. The focus is on strengthening the position in the Asia-Pacific region, expanding participation in the processes of economic cooperation in the region, ESCAP use of opportunities for the integration of Russian railways in the global transport system.

Inland Transport Committee of the United Nations Economic Commission for Europe (UNECE ITC)

Inland Transport Committee of the United Nations Economic Commission for Europe (UNECE ITC) is the body of the UNECE governing international cooperation in the field of land transport of ECE.

As part of its updating of the ITC carries conventions and agreements of the UNECE in the field of transport, developing technical rules and regulations governing the international transport of goods and passengers by road, inland waterway and rail transport, as well as facilitation of transportation.

The work of the UNECE ITC manages the UNECE Transport Division, headed by Mrs. Eva Molnar.

Decree of the Government of the Russian Federation dated May 26, 2011 № 908-p approved inter-agency sharing of responsibilities to ensure the participation of the Russian Federation in the work of the UNECE and its subsidiary bodies. According to the Order of JSC "Russian Railways" is endowed with the Government of the Russian Federation to represent the interests of the state in this intergovernmental organization.

Thus, JSC "Russian Railways" - in fact the only company that, along with the representatives of the governments involved in the development of system of transport policy in the framework of the UN European region. This not only increases the credibility of the company, but also strengthens the position of the Russian Federation to the UN's largest regional site.

For many years, specialists of "Russian Railways" take an active part in the meetings of the working groups of the Committee for the UNECE Inland Transport (ITC UNECE), under which created such important conventions as the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment Used for such Carriage (ATP), the European Agreement on Main International Railway Lines (AGC), Annex 9 on the facilitation of border crossing by rail to the Convention on the Harmonization of Frontier Controls of Goods of 1982 and other applicable agreements and UN conventions governing various aspects of the functioning of railway transport.

On an ongoing basis specialists of JSC "Russian Railways" take part in the activities of these working bodies of the UNECE ITC:

Working Party on Rail Transport (SC.2);
Working Group on Intermodal Transport and Logistics (WP.24);
subcommittees on Transport of Dangerous Goods (WP.15);
Working Party on Customs Questions affecting Transport (WP.30);

Group of Experts on Euro-Asian Transport Links (WP.5 / GE.2 / EATL);
a group of experts on unified railway law (GEURL).
