Terminal and storage services

The Central Directorate for the Management of the Terminal and Warehouse Complex (CM) is a branch of Russian Railways which specialises in the provision of terminal and storage services.

CM's complex includes:

  • storing goods at the areas of stations available for public use,
  • loading and unloading,
  • road delivery services,
  • loading and unloading equipment,
  • renting warehouses and other real estate belonging to Russian Railways,
  • cleaning/washing wagons/containers.

CM also provides temporary storage for foreign goods and vehicles passing through customs control in premises specially designated and properly equipped for that purpose or at other premises from the moment the goods and means of transport are presented to the customs authorities and prior to their release or presentation to the person (their owner) in accordance with the customs procedures.

At present, Russian Railways is working together with private investors to implement a large-scale infrastructure project to create a network of terminal and logistics centres (TLC network) across the Russian Federation.

The TLC network combines regular container trains operating on regular timetables and allows Russian Railways to serve the global East - West land transport corridor between Europe - Russia - Japan with lines to China, Kazakhstan, Mongolia and the Korean Peninsula and the North - South transport corridor. This creates favourable conditions and opportunities for the transport of goods between the Baltic Sea - Persian Gulf, which is one of the tasks being implemented in the framework of the federal targeted programme, the Development of Russia Transport System.

The integrated approach to developing the TLC network involves creating the terminal and logistics infrastructure as a single network technology complex. This integrated project to establish a TLC network provides for the construction of three rail ports:

  • "Baltiisky",
  • "Primorsky"
  • "Tamansky",
  • and more than 50 TLCs and satellites in conjunction with the necessary reconstruction of the railway infrastructure.

Also part of creating the TLC network is a pilot project to construct a new generation transport and logistics complex called Bely Rast at a site covering 180 hectares near the village of Bely Rast in the Dmitrov district of Moscow Region.

At present, Russian Railways, together with private investors, is implementing a large-scale infrastructure project to create a network of Terminal and Logistics Centres (TLC network) on the territory of the Russian Federation.

By linking up regular container trains operating by timetable, the TLC network allows Russian Railways to serve the global East – West land transport corridor in the direction of Europe - Russia - Japan with branch lines to China, Kazakhstan, Mongolia and the Korean Peninsula and to the North – South transport corridor to create favourable conditions and opportunities for the shipment of goods along the route from the Baltic Sea littoral to the Persian Gulf. This is one of the tasks now being implemented in the framework of the targeted federal programme "The Development of Russia's Transport System".

As part of the creation of a TLC network, a pilot project is being implemented to construct the new generation transport and logistics complex White Rast on a plot of 180 hectares near the village of Bely Rast in the Dmitrov district of Moscow region.
