"The creation of joint ventures is a key format for cooperation across the 1520 Space" says Dmitry Pegov, Deputy Managing Director of Russian Railways

The 3rd International Passenger Forum was held in Dushanbe, the capital of Tajikistan, on 17 September 2019. It is the largest professional forum in the field of passenger transport and the development of modern services on the territory of the states which use the technological standard of the 1520 mm broad gauge railway track.

The event was attended by the Deputy Managing Director of Russian Railways Dmitry Pegov and the heads of passenger services of railway companies in the CIS member states, the Baltic states and Finland, as well as experts from leading enterprises working in research and development in the rail sector etc.

The forum discussed ways to develop international passenger links, various forms of integration of carriers and the development of the passenger complex’s infrastructure. The event’s agenda also considered issues regarding the price formation of fares, the improvement of ticket selling systems, increasing comfort and speed and improving the service for passengers, as well as the introduction of modern information technologies on passenger transport.

Dmitry Pegov stressed in his address that successful cooperation in the organisation of international transport was impossible without the willingness of countries to harmonise their national legislation in this area.

"Today we are discussing the issues that arise in the 1520 Space in the field of international passenger services, especially cooperation between carriers and international administrations, train timetables and the promotion of trains along sections with customs and border checks and cooperation en route to ensure that travel is safe and comfortable. One of the most important and significant issues is the renewal of the 1520mm broad gauge rolling stock fleet and the provision of comparable services, uniform standards and passenger services. During their journey, passengers should not experience any inconvenience when changing from one carrier to another," said Dmitry Pegov.

As an example of effective cooperation, Pegov cited the joint Russian-Finnish company Oy Karelian Trains Ltd, which was set up to organise transportation between St. Petersburg and Helsinki using the high-speed Allegro trains.

The joint venture implements flexible tariff policies and conducts various marketing initiatives to increase the attractiveness of travelling on the Allegro trains. Border and customs checks are carried out en route on board the train, which significantly reduces travel time. Since the launch of the international high-speed service between St. Petersburg and Helsinki on 12 December 2010, Allegro trains have transported 3,653,000 passengers, including 375,100 people in the 8 months from January to August 2019, which is 16.1% more than during the same period last year.

Dmitry Pegov stressed that the creation of joint ventures is a key format for cooperation across the 1520 Space.
