Oleg Belozerov urges UIC to focus on interregional projects

The International Union of Railways (UIC) held its statutory meetings in Madrid on 4 July 2018.

Oleg Belozerov, CEO and Chairman of the Board of Russian Railways and Chairman of the Asia-Pacific Assembly of the UIC (ATRA), headed a delegation of Russian Railways to the UIC meetings.

At the sessions of the UIC heads, Oleg Belozerov reported on the Company’s position on a number of issues to his colleagues, including financing start-ups, standardisation and deepening cooperation within the UIC’s Asia-Pacific and European regional assemblies, of ​​which Russian Railways is a member.

The upcoming elections of the UIC’s next managing general were also discussed.

In particular, one of the key issues considered at the 92nd session of the UIC’s General Assembly was the creation of international standards for railway companies.

The Assembly’s session considered the draft “Standardisation Manual,” which presents a step-by-step mechanism for the preparation and publication of international railway solutions (IRS) and their further transformation into international standards in the framework of cooperation between the UIC and the International Organisation for Standardisation (ISO), the International Electrotechnical Commission (IEC), the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (CENELEC), as well as other competent authorities.

The UIC noted the successes in the implementation of training programmes for young railway specialists.

The interim results of UIC global projects, including the DIGIM project (The Impact of Digital Technologies on Railway Business Processes) were also considered.

At the meetings of the heads of the UIC, Oleg Belozerov, speaking in his capacity as the chairman of the Asia-Pacific Assembly, noted the work on strengthening the UIC’s role in the global transport community.

According to Belozerov, one of the UIC’s key activities in the Asia-Pacific region is cooperation with other international organisations and financial institutions.

This year, ATRA held a series of multilateral meetings with the leadership of international organisations of the United Nations system, the Organisation for Cooperation between Railways (OSZhD), the Coordinating Council for Trans-Siberian Transportation (CCTT), and the Asian Development Bank.

During these meetings, coordinated approaches were elaborated to develop a number of priority areas for mutually beneficial cooperation, including international transport corridors, security against acts of unlawful interference, standardisation and the use of digital technologies.

Russian Railways is a member of both the UIC’s Asia-Pacific and European Regional Assemblies.

According to the Company head, cooperation between regions is of particular importance in solving common tasks.

Oleg Belozerov called on his colleagues from the UIC’s European regional branch to address more often not only the issues of European integration, but also topics of interest to members who are not members of the European Union, including the development of joint technical standards for railway systems using gauges of 1520 mm and 1435 mm, as well as the legal basis for “eastern” and “western” railways.

According to the head of Russian Railways, in order to strengthen cooperation between regions, the UIC needs to focus on the practical tasks facing rail transport, interregional project initiatives and concrete results.
