President of Russian Railways Oleg Belozerov opens 63rd session of Railway Transport Council of CIS member states

The 63rd meeting of the Railway Transport Council of CIS member states was opened under the chairmanship of Oleg Belozerov, President of Russian Railways, in Tashkent, the capital of Uzbekistan, on 4 November 2015.

The plenary session began with a minute of silence in memory of those killed in the recent plane crash in Egypt.

In his address to the session, Oleg Belozerov said that in the 23 years of the Council's existence, it had established itself as one of the most effective specialised intergovernmental bodies in the post-Soviet space.

"Over the years, a large amount of work has been done to maintain a single technological and informational space for the railways. The Council's agenda usually covers the most topical issues of international cooperation in the field of railway transport whose solutions ensure the reliability of international transport and economic relations," said Oleg Belozerov.

Batir Zakirov, Deputy Prime Minister of the Republic of Uzbekistan, stressed in his speech that none of the railway administrations alone was able to solve the problems and challenges facing the Council for Rail Transport.

"Today the Council's main tasks are to develop harmonised conditions and principles governing international rail transport, ensure the functioning and development of transport and economic relations between the members states of the Commonwealth and adopt normative regulations," said Batir Zakirov.

According to Zakirov, the Council for Rail Transport's decisions has led to the adoption of the necessary regulations regarding the organisation of the international transportation process, the organisation of payment settlements for transportation and the use, repair and modernisation of rolling stock.

The meeting was attended by board members who head the railway administrations of the Russian Federation, Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Ukraine and associate members of the Council who head the railways in Georgia, Latvia, Bulgaria and Finland. The meeting was also attended by representatives of the railway administrations from Lithuania, Estonia and Iran, the CIS Executive Committee and the International Trade Union Confederation of Railwaymen and Transport Builders.

The Council's agenda considered the results of the railway network's operational work in the first 9 months of 2015, payment settlements between the railway administrations, the development of a train timetable for 2015/2016 and a census of freight cars and containers.

The Council also plans to discuss and amend a number of regulations: the rules governing the operations and numbered registration of proprietary freight wagons, as well as payments for the use of freight wagons owned by other countries, the rules covering service maintenance and the current uncoupled repair of insulated wagons, refrigerated rolling stock and railway transporters, the regulations governing the transportation of dangerous goods by rail, the rules for transporting bulk liquid cargoes in tank cars and bunker-type wagons for transportation of bitumen, the procedure for the control of international rail passenger routes and the regulation about extending the service life of passenger cars in international traffic.
