Russian Railways and JSC Corporation SME will cooperate on business support initiatives
Russian Railways and the JSC Federal Corporation for the Development of Small and Medium-Sized Enterprises have concluded a cooperation agreement for providing access of small and medium enterprises to procurement at Russian Railways and its subsidiaries and affiliated companies. The document was signed by the president of Russian Railways Oleg Beloziorov and the CEO of JSC Corporation SME Alexander Braverman.
"In accordance with the state's requirements, Russian Railways has identified different segments which can involve small and medium enterprises. The potential in this area is very high. We are interested in the maximum number of entrepreneurs among the suppliers to Russian Railways who can offer high-quality and affordable services. The most important thing now is to create the conditions for those people who want to prove themselves in business. We believe that by cooperating with JSC Corporation SME, we will improve the efficiency of procurement activities," said Oleg Beloziorov on signing the agreement.
According to Beloziorov, in 2015 Russian Railways has already purchased goods and services worth more than 100 billion roubles from small and medium-sized businesses. Before the year end, it is planned to increase this figure by another 18 billion roubles. In 2016 the Company will increase purchases to about 140 billion roubles.
For his part, Alexander Braverman, the Managing Director of JSC Corporation SME, noted that ensuring the access of small and medium-sized enterprises (SMEs) to the procurement programmes of large companies with state participation as one of the key ways to provide support to small and medium businesses in Russia is a priority task on which public authorities, development institutions and major companies actually buying goods and services are now working to solve.
"I am confident that our cooperation will bring positive results, including increasing the proportion of SMEs in the total annual volume of purchases by Russian Railways and the development of a network of qualified suppliers, as well as the creation of a major informational and methodological basis for the successful implementation of these goals," said Braverman.
Under the agreement, the partners will work to create the conditions for increasing the share of purchases from small and medium-sized enterprises (SMEs) in the annual volume of purchases, especially increasing the proportion of purchases of innovative and high-tech products. To achieve this, it is planned to create a joint working group consisting of representatives from Russian Railways and the JSC Federal Corporation for the Development of Small and Medium Enterprises to work on ensuring the access of SMEs to procurement programmes.
The partners envisage areas for cooperation such as the joint development of proposals for improving the legislation of the Russian Federation on procurement and the organisation of the methodological, organisational and informational support to small and medium-sized enterprises, including holding joint conferences and information sessions for suppliers.
It is also expected that under the agreement, the parties will organise events aimed at forming a network of qualified and responsible suppliers from SMEs to implement procurement activities at the RZD Holding.
