President of Russian Railways Oleg Belozerov chairs meeting of working group on project to build Moscow - Kazan High Speed Main Line

The President of Russian Railways Oleg Belozerov chaired a meeting of the working group on the project to build the Moscow - Vladimir - Nizhny Novgorod - Cheboksary - Kazan High Speed Main Line (HSL). The working group was established to develop the organisational and legal scheme, structure and mechanisms for financing the project and overseeing its implementation.
The working group approved an action plan to implement the project during 2015-2016. According to the revised legal and organisational scheme, the project will be implemented using one type of public-private partnership - a concession in accordance with the norms of Law No. 115-FZ "On Concessionary Agreements". This model is based on attracting private capital on equal and transparent conditions and government support during the line's operational phase.
The construction of the High Speed Main Line will be divided into two phases: the first will unite the two start-up facilities on the Moscow - Vladimir and Vladimir - Nizhny Novgorod main line, while the second stage connects the start-up facilities on the Nizhny Novgorod - Cheboksary and Cheboksary - Kazan line. The first of these sections could be completed as early as 2018, in time for the start of test operations of high-speed trains. More details of the different construction stages will be determined upon completion of the design work.
