Railways results from CIS and Baltic states in 2017 and 1Q 2018

On 17 May 2018, the 68th meeting of the Council for Rail Transport of the States – Members of the Commonwealth of Independent States opened in Bishkek, the capital of the Kyrgyz Republic.

Taking part in the meeting were members of the Council – the heads of the railway administrations of the Russian Federation, Armenia, Azerbaijan, Belarus, Kazakhstan, the Kyrgyz Republic, Moldova, Tajikistan, Turkmenistan, Uzbekistan, Ukraine – and associate members of the Council – the heads of railways in Georgia, Latvia, Bulgaria and Finland

Also at the meeting are observers on the Council – representatives of the railway administration of the Islamic Republic of Iran and the International Confederation of Trade Unions of Railway Employees.

As part of the plenary meeting, the results of the railway network’s operational work and international passenger transport were summed up.

In 2017, the railways of the CIS and Baltic countries transported 2,002.5 million tons of freight, an increase of 3.1% or 55.6 million tons on the figure in 2016. Freight turnover increased by 6.3%.

Freight transportation in containers increased by 14.1% compared to 2016.

Positive growth continued into the first quarter of 2018, when 493.1 million tons of freight were shipped, 12.7 million tons more than during 2017, an increase of 2.6%. Freight turnover increased by 4.7%.

Freight loading in containers increased by 12.6% compared to the same period in 2017.

Passenger numbers on international services in 2017 amounted to 18.6 million, 2.8% less than during 2016.

At the same time, total passenger turnover increased by 1.2% to 7.3 billion passenger-kilometres, while the average passenger transportation distance increased by 2%.

In the first quarter of 2018, 3.7 million passengers travelled on international services, 5% more than during the same period in 2017.

Total passenger turnover amounted to 1.5 billion pass-kilometres, an increase of 0.4%.

Also on the meeting’s agenda is a consideration of mutual settlements between railway administrations, summarising the census of freight cars and containers and approval of research and development plans and other issues.

In addition, more than 30 drafts of normative documents and amendments thereto have been prepared and will be submitted to the Council for approval.

The documents include the rules of operation and the frequent registration of the companies’ own freight wagons; the rules of operation and tracking freight wagons by their individual numbers and settling payments for the use of freight cars belonging to other countries; single tariff and statistical classes of transport rates for goods; rules for the transportation of dangerous goods; rules for transporting liquid cargo in bulk in tank wagons and bunker-type wagons for the transport of petroleum bitumen; rules for the use of passenger carriages on international services; regulations for the repair and operation of rolling stock and other documents.

The Council for Rail Transport of the Commonwealth Member States was established on 14 February 1992 in order to coordinate the work of rail transport at the interstate level and to develop agreed principles for its operation through an agreement of the heads of government of the member states of the Commonwealth of Independent States.
