Ulaanbataar Railways JSC on course for record traffic volume in 2019

Oleg Belozerov, the Chief Executive Officer and Chairman of the Board of Russian Railways, and Bambasuren Enkh-Amgalan, Mongolia’s Minister for Development of Roads and Transport, have discussed the activities of Ulaanbataar Railways JSC.

The discussion took place in Moscow on 28 October 2019.

During the meeting, the parties noted that there was a steady increase in traffic volumes on Ulaanbataar Railways JSC. As a result, the company is on course to set another record for the year. In 2018, Ulaanbataar Railways transported 25.7 million tons of freight, an increase of 13.2% compared to 2017, but in the last 9 months it has already carried 20.5 million tons, up 9.4% on the first three quarters of last year.

According to Oleg Belozerov, the growth of traffic will be facilitated in particular by a new system of interval regulation of train traffic, which was launched in test mode in September 2019. This system will increase safety and enable a phased increase in the carrying capacity of Ulaanbataar Railways.

Belozerov also noted that the further development Mongolia’s railway transport requires the modernisation of the country’s railways.

"Ulaanbataar Railways has great prospects for the development of new transportation volumes, including transit development. However, Ulaanbataar Railways has practically exhausted its own resources, and to handle the increasing volumes it is necessary to develop the infrastructure, throughput and carrying capacity, as well as increase the traction and rolling stock fleet," said Oleg Belozerov.

The Company CEO added that to achieve this purpose a "Long-term Programme for the Modernisation and Development of Ulaanbataar Railways until 2030" had been developed and that implementing the Long-term Programme would more than double the volume of freight transportation. The head of Russian Railways and Mongolia’s Minister for Development of Roads and Transport also discussed infrastructure projects, such as the construction of the 414-km Tavan-Tolgoi-Zuunbayan and the 250-km Zuunbayan-Khangi railway lines, followed by the creation of a new Hangi-Mandal border crossing with China. The new crossing will allow the redistribution of freight flows, thus reducing the load on the existing junction on the Mongolian-Chinese border.

In addition, during the meeting, the parties touched on the indexation of tariffs for rail transportation, discussed the possibility of reducing the debt burden and increasing the authorised capital of Ulaanbataar Railways JSC, which will increase the company’s investment attractiveness and further develop the Mongolian railway network.

Ulaanbataar Railways JSC was established in 1949 on the basis of an agreement between the governments of the USSR and the Mongolian People’s Republic. Shares in the authorised capital of the joint-stock company were split equally.

On behalf of the Russian Federation the authority of the shareholder was exercised by the Ministry of Railways of Russia until July 2004, followed by the Federal Agency for Railway Transport. Since December 2009, Russian Railways has assumed the rights of the trustee of the Russian block of shares.
