Russian Railways and JSC Azerbaijan Railways agree on coordinated development of Eurasian transport corridors

Russian Railways and Azerbaijan Railways have signed a memorandum on the development of cooperation in Baku, the capital of Azerbaijan.

The memorandum was signed on 6 May 2019 by the CEO and Chairman of the Board of Russian Railways Oleg Belozerov and the Chairman of Azerbaijan Railways Cavid Gurbanov

The memorandum is aimed at implementing a coordinated policy for the development and operation of Eurasian International Transport Corridors, including the expansion of foreign economic relations and ensuring optimal transport conditions for transit and export-import traffic.

The parties intend to develop comprehensive cooperation in the railway sector, including the transport and transit potential of national railway companies. In particular, they will implement joint activities that will contribute to the growth of freight traffic along the Iran – Azerbaijan – Russia - Europe routes within the western route of the North - South International Transport Corridor and the Russia - Azerbaijan - Turkey route along the infrastructure of the Baku - Tbilisi - Kars railway line.

Russian Railways and Azerbaijan Railways also agreed jointly to attract additional cargo for container trains along the western route of the North-South corridor and other routes.

In addition, the companies will focus their efforts on the development of East-West-East transit traffic, primarily in communication between Azerbaijan and China in transit through Russia, as well as between China and other countries in transit through Russia and Azerbaijan.

The parties expressed their willingness to improve the quality of services, to ensure the effective use of rolling stock and to offer competitive tariff rates. A single information space will be developed to improve the efficiency of commercial and technological procedures by introducing modern technologies, electronic document management and tracking freight movement.

To reduce the time of freight deliveries, it is planned to streamline border and customs procedures, including electronic data interchange and prior information in electronic form. The agreed development of the cross-border infrastructure at the Samur-Yalama border crossing is intended to increase its capacity and take into account future traffic volumes along the North-South transport corridor and other routes.
