Oleg Belozerov presents programme of activities of Asia-Pacific Regional Assembly of the UIC in 2017-2018

A meeting of the Asia-Pacific Regional Assembly of the International Union of Railways (APRA UIC) has been held for the first time under the chairmanship of the President of Russian Railways Oleg Belozerov.

During 2017-2018, the President of Russian Railways Oleg Belozyorov is the chairman of the APRA UIC.

At the meeting, which took place in Beijing on 21 June 2017, Belozerov presented the programme for the Assembly's activities over the next two years to ATRA's participants.

According to Oleg Belozerov, one of the main tasks is to expand the geography of membership in the organisation.

This can be achieved by implementing joint projects, for example conducting test trains using the CIM/SMGS consignment note, which unquestionably has an impact on the competitiveness of rail transport over long distances.

According to Oleg Belozerov, the accession of Chinese Railways from 1 May to the CIM/SMGS project on container trains running between China and European countries has already led to an increase in the volume of freight transportation on these routes.

"I propose that we include the railways of Turkmenistan and Uzbekistan in the project and organise a number of test trains using the CIM/SMGS consignment note. The results may be truly impressive for all Asian states," said the Chairman of ATRA.

Belozerov also proposed carrying out consultations and negotiations with international financial institutions, in particular, with the Silk Road Fund, with a view to implementing joint infrastructure projects.

With regard to other areas of activity, Oleg Belozerov also called for the creation of a joint concept for heavyweight traffic, testing of high-duty wagons (Russia, Kazakhstan, China), the development of railway tourism and the organisation of test traffic using digital technologies.

The Asia-Pacific Assembly is one of the six regional assemblies of the UIC.

ATRA ensures the participation of the countries of the region in developing promising strategies and the tasks of the UIC aimed at strengthening international cooperation and the effective operation and development of rail transport.

At present, 38 railway companies and transport administrations of countries such as India, China, the South Korea, Japan, Vietnam, Malaysia, Indonesia, Pakistan, Mongolia and Kazakhstan etc. are members of ATRA.

Potential Assembly members are railway companies in Cambodia, Laos, Myanmar, Singapore, Thailand and the Philippines.

The Asia-Pacific region UIC region is represented on the UIC's Executive Council, its highest governing body, by Russian Railways, Indian Railways, the State Corporation Chinese Railways, National Company Kazakhstan Temir Zholy, the Korean Railroad Corporation (KORAIL), the East Japan Railway Company (JR EAST) and the Australasian Railway Association (ARA, Australia).
